The “scheduled maintenance” is actually a red herring. What’s actually happening is that your submission is taking too long to upload. If it doesn’t complete within 30 seconds, you’ll hit this error. You’ll need to try submitting with a faster internet connection or else email it to info [at] drivendata [dot] org.
