Can I use datasets to do research and publish a journal?

Our partners from NASA are still going through the process of approving release of the challenge data publicly for uses outside of the challenge. When this happens, there will be additional licensing guidance on what it can be used for and how to cite it. We will make an announcement when this is ready.
