I am wondering can I use the data and the results from the competition to write a manuscript and submit it to a journal since the competition was ended? I tried to find the replies but haven’t got a clear answer about this. thank you!

In this case, the answer depends a bit on what you have in mind in terms of “sharing the results of the competition” and “using the data” (see MHAS terms of use and the DementiaBank ground rules).
