It is each competitor’s responsibility to ensure they have the necessary permissions to use the data. DOE and the prize administrator do not determine whether a particular license applies.
The external data rule is on the problem description:
Participants are allowed to use any additional data sources, provided that the participants possess a license that permits the data to be used in this challenge and shared with the sponsor for evaluation purposes.
The license must also permit sharing the data with the sponsor, because finalists will be asked to provide all training data, including external data, during verification. We can’t give a yes or no on specific licenses or uses.
