It is unclear how teams should develop the size and scope of their project and the size of their team with the uncertainty of the award they may win. How do you recommend teams approach this problem?

Hello! Thanks for the question! In general, we’d recommend preparing the strongest submission that you can. The best strategy for any one team depends on the data and expertise resources the team has access to.

It may be helpful to write a draft of your submission, evaluate it using the provided criteria, and then devise a plan from there about whether you solicit more teammates or dedicate more time to address the aspects of your submission that need to be developed further. To do well in this challenge, every team (even a team with great and unique access to relevant data) will need to prepare a strong written submission. So, we suggest leaving ample time to write and revise your submission. We also strongly encourage use of the provided templates.
