Are you using Windows? If so, I think there may be some steps before SSL auth will work properly with the aws CLI in PowerShell: amazon web services - SSL CERTIFICATE_VERIFY_FAILED in aws cli - Stack Overflow
If taking the steps described there still doesn’t work, please follow up!
