Is it related to the citizenship? Or is it just a documented place (resident card, bank account, etc.)?

If there’s a team, for example, of two participants, and one of them is from a non-sanctioned country, can he receive a prize, if any?
To clarify, individuals subject to US sanctions are not eligible for the competition (see OFAC for more information). This is not the comprehensive country designation for the Russian Federation at this time. Per the rules, individuals located in the Russian Federation are not eligible to win a prize. As long as any and all prize recipients from the team are eligible to win a prize, this is allowed.
