Question about Temperature and Base_Temperatur

Hi!
I have 2 questions about temperature:
1 - is the measured temperature inside or outside the building?
2 - Base_Temperature - what is the meaning of it? i saw some buildings that had -12~ temp values and others withs 42, that both had “low” as base_temperature.
Could you please explain?

The temperature measurement is an outdoor measurement of weather. The base_temperature can be thought of as whether the temperature inside the building is generally set to one that is low or high.
