libEGL.so.1: cannot open shared object file

I tried to run my code on the test runtime with docker, but failed to import opencv.

error:
ImportError: libEGL.so.1: cannot open shared object file: No such file or directory

Any idea?

Any update? I saw a past [post](https://community.drivendata.org/t/cant-import-cv2-when-running-make-test-submission/8876), this may be related to the image.
