I’d like to know if we’re allowed to impute missing HRRR features in 2013 or 2014 with monthly averages corresponding to the corresponding month in future years.
I’m hesitant because the rules state that only data up until the date of extraction is allowed for features in the test set.

The features for any given data point can only use data that was available at the time that data point was collected. So in this case, you could not use monthly averages from future years, but you could use monthly averages from past years.
