The Forecast Explainability and Communication section mentions that we can “augment our model to produce forecast explanation outputs alongside normal predictions.” Does this mean we can go back and change how our model works to make it more explainable later (i.e. after the hindcast deadline)?

As noted in this thread, you will be able to update your model between stages in the competition.
There will be requirements on what are allowable changes to your model for the explainability bonus track (to be published at a later date), but those requirements will be based on the version of your model for the Overall evaluation and not the version you submit to the Hindcast Stage.
