Hi,  
I am new to this competition I have a question related to test data uploaded on the site  
with file name “submission\_format.csv”  
can we use this as test label data(y\_test) for model evaluation or this is provided only as reference as to how to submit csv file with format  
because for all entries in file “submission\_format.csv” the damage\_grade is 1 which is confusing.
