I have had a go using excel and visual basic.  
But I cant get my error smaller without considerable time and effort going into coming up with some probabilities of values for each country. And since there is no money prize and I am unemployed I am better off spending my time elsewhere. The UN needs to attract the top people on Kaggle if they  
are serious about this competition. and that means coughing up some money.
